Repositioning a Garden City for Modern Town Centre Growth

Welwyn Garden City town centre has long benefited from its distinctive Garden City heritage, attractive green environment and established business community. These qualities give the town a unique identity and a strong foundation for economic activity. However, like many high streets across the UK, it has faced increasing pressures in recent years. Changing shopping habits, the growth of online retail and rising competition from neighbouring centres have all challenged the town’s traditional offer. Alongside this, the limited scale of its evening, leisure and cultural activities made it harder for the town to fully capitalise on its potential as a vibrant, all?day destination.

Businesses recognised that, to remain competitive, Welwyn Garden City needed to raise its profile, celebrate and utilise its unique character more effectively, and establish a clear, coordinated plan for future investment and improvement. This collective ambition laid the foundations for a Business Improvement District (BID).

In 2016, pfbb UK was appointed to lead the development of a BID proposal for the town. Through extensive consultation, stakeholder engagement and evidence gathering, pfbb UK helped shape a plan that reflected business priorities and provided a strategic framework for town centre growth. The BID was successfully approved at ballot and began delivering a coordinated programme of improvements.

Since then, pfbb UK has remained a trusted partner to the BID, providing ongoing strategic advice and operational support. Their continued involvement was reaffirmed when the BID invited pfbb UK to support its renewal in 2021, and again in 2026 for the preparation of a third?term business plan.

This longstanding partnership reflects pfbb UK’s commitment, passion and ability to build strong client relationships. At a time of rapid change for town and city centres, their work in Welwyn Garden City stands as another example of their ongoing role in helping places adapt, evolve and thrive.
